Willam James Bils was born on December 17, 1950 in Blue Mountain Mississippi to the late Andrew James Bails and Josephine Fryar Bails. He received his education in Los Angeles county. He worked in construction as a fencing contractor.

He passed away on Tuesday, November 11, 2025. He was preceded in death by his Father, Andrew James Bails.

Left to cherish his memories is his Mother, Josephine Fryar Bails, Phoenix, AZ; Sons:

Randal Bails, Atoka, TN and Ramon Bails, Dallas, TN; Brother, Eddie Bails, Buffalo, NY; Sisters: Viola Shipp, Nashville, TN, Shirlee Helton, Phoenix, AZ, and Ruby Bails, Memphis, TN; and a host of grand-children, nieces, nephews, cousins and friends that will truly miss him.
